More collaborative Public-Private Partnerships

Owen Hayford recently presented a paper on the waning use of privately-financed PPPs, and what governments and investors can do to reinvigorate interest in using private capital to deliver public infrastructure. 

Owen’s paper outlined two new PPP models:

  • the Collaborative PPP model, which is well suited to projects that involve significant integration tasks involving multiple suppliers, such as new rail/metro lines; and

  • the Partnership-led PPP, which is better suited to projects involving revenue generating assets, such as intermodal terminals and mixed-use developments above and around railway stations.

What’s really needed to deliver infrastructure construction productivity improvements

In March, Infrastructure Australia released Delivering Outcomes, its road map for reforming Australia’s infrastructure sector to improve its productivity and resilience. 

The road map’s focus on reforming contracting models and commercial terms to improve collaboration between, and the financial sustainability of, industry participants is well placed and reflects Infralegal’s views on the critical role that commercial arrangements play in driving participant behaviour.

Like previous calls for reform, turning the recommendations into action is the biggest challenge.  The actions mostly need be taken by the buyers of infrastructure services.  Our federal government should show leadership in this space by funding a process to jointly develop, in collaboration with state and territory infrastructure procuring agencies, a contracting suite, template tender documents, guidance material and training programs, that will enable government procuring agencies to implement the reforms.
